PA Higher Education Cost Transparency

On July 17, 2024, Governor Josh Shapiro signed into law Act 69 of 2024, which requires Institutions of Higher Education (IHEs) to present financial information in greater detail to students. At Penn Highlands Community College, we understand that affordability is a major concern for our students. That’s why we are committed to providing accessible and affordable education for all. Here are links to all relevant information regarding Act 69 (Section 2005-H).


Tuition and Fees

Tuition for the first year, a list of fees (mandatory and optional), a breakdown of room and meal options, books, and supplies costs are found on our tuition and fees page. The Board of Trustees approves tuition and fees for each academic year during their annual April meeting. Tuition and fees for future academic years generally increase by approximately 3% annually. The tuition and fee rates for each future academic year will be released no later than July 1st of that year.

Capital Fee

The Capital Fee is assessed to students who reside in non-sponsored counties to support the cost of capital projects, facility maintenance, and building improvements. Cambria and Somerset County residents are not charged the Capital Fee. Capital Fee 2024-2025 Collection: $67,000.

Comprehensive Services Fee

The Comprehensive Services Fee will be charged to all students enrolling in credit courses. This fee supports the non-academic services provided to students and covers expenses related to graduation, activities, transcript requests, etc. Comprehensive Services Fee 2024-2025 Collection: $1,579,732. 

Lab & Course Materials Fee

The different Lab and Course Material Fees cover the costs associated with consumable items and supplies required for and used by the students in various Biology, Chemistry, Culinary and Histotechnology courses. Lab & Course Materials Fees 2024-2025 Collection: $41,580. 

Inclusive Access Fees

The Inclusive Access Fee covers the cost for e-textbooks and the electronic materials required with the publishers online materials provided at a discounted cost. Inclusive Access Fees 2024-2025 Collection: $223,543.

Student Employment Options

Pennsylvania Highlands Community College provides eligible students with the chance to join the Federal Work-Study Program. This opportunity is exclusively available to enrolled students who meet the eligibility criteria. To find out if you qualify, reach out to the Financial Aid Office. The net cost of attendance refers to the total expenses after subtracting scholarships and grants.


Renewing your Financial Aid

To remain eligible for federal financial aid, you must complete the FAFSA for each academic year. Keep in mind that there are limits to the amount of federal aid you can receive.

Foundation scholarships are awarded to select students based on various criteria. Applications must be submitted annually for consideration.

Academic scholarships are awarded to select students based on their GPA and application performance. These scholarships are renewable each academic year, provided the eligibility requirements are maintained.

Pennsylvania Highlands provides various educational opportunities, including two-year associate degree programs and shorter non-degree programs designed to be completed in less than two years. Last year’s tuition and fees details are found at the bottom of our tuition and fees page. Tuition and fees for future years have not yet been finalized.
