Human Resources Generalist, Part-Time
Pennsylvania Highlands Community College is currently accepting applications for the part-time position of Human Resources Generalist. This position supports the Human Resources function including employment, compensation, labor relations, benefits, training, and employee services. The position is primarily responsible for the employment process and related duties; oversight of the College’s retirement plan; and project work but also supports all human resource functions and serves as backup to the Executive Director.
Master's degree in HR or equivalent with two to five years related experience preferred; Human Resources or related experience in higher education or public sector preferred. PHR or SPHR designation highly preferred.
Required qualifications include Bachelor’s degree and four to ten years related experience and/or training; or equivalent combination of education and experience; appropriate coursework in human resource management, labor relations or related area; knowledge of Human Resources policies and practices in education; knowledge in Human Resource Information Systems; experience in recruitment, selection and the hiring process; labor relations/negotiations experience preferably in the public sector; job evaluation and classification experience; ability to read, analyze, and interpret the most complex documents; ability to respond effectively to the most sensitive inquiries or complaints; ability to write reports, business correspondence, and procedure manuals; ability to write speeches and articles using original or innovative techniques or style; ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, and/or boards of directors; ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals; ability to compute rate, ratio, and percent and to draw and interpret bar graphs; ability to define problems, collect data, establish facts, and draw valid conclusions; ability to interpret an extensive variety of instructions in various forms and deal with several abstract and concrete variables; knowledge of Outlook, ADP, Excel, PowerPoint, and Word; able to travel for meetings, conferences as needed (minimal).
Responsibilities include but are not limited to:
- Manage the collection of applicant and employee data including collection of all new hire paperwork (i.e., I-9, W-4, transcripts, clearances, etc.). Coordinate all job search related functions.
- Coordinate all TIAA-CREF retirement plan employee education, enrollment and recordkeeping.
- Understand and communicate employee benefits information, including updates and changes, to new and existing employees.
- Maintain the College’s personnel records and all confidential data.
- Maintain and assist in updating relevant data stored in the ADP system.
- Update and maintain employment related data on existing employees (i.e., annual employment letters, salary histories, etc.)
- Coordinate new hire orientations.
- Produces concise, accurate correspondence to administration, employees and applicants in the area of human resources.
- Interpret policies, procedures, union contracts and other official documents of the College.
- Assist in the development and maintenance of job classifications, position descriptions, and pay structures. Analyzes wage and salary reports and data to determine competitive compensation plan. Prepare proposals.
- Assist in the research, interpretation and communication of employment laws and regulations as they relate to the College.
- Keep abreast of changing employment laws, including knowledge in areas related to human resources (i.e., COBRA, workers’ compensation, FLSA, FMLA, ADA, ERISA, etc.)
- Other duties as assigned by the Executive Director of Human Resources.
- Ability and endurance necessary to work the hours needed to complete the job.
- Attendance at all mandatory meetings.
- Regular attendance.
