The Black Bears of Pennsylvania Highlands competes in the Western Pennsylvania Collegiate Conference, commonly known as the WPCC. The WPCC was founded in 1972 and currently consists of 11 member institutions including:

- Community College of Allegheny County – Allegheny
- Community College of Allegheny County – Boyce
- Community College of Allegheny County – North
- Community College of Allegheny County – South
- Community College of Beaver County
- Garrett College
- Pennsylvania Highlands Community College
- Potomac Sate College of West Virginia University
- Pittsburgh Institute of Aeronautics
- Westmoreland County Community College
